		<description><![CDATA[The DeKalb County Board is about to go $45 million in debt to finance an expansion of the courthouse and to build a new county jail. As required by law the Board held a public hearing (March 10, 2010) on the issuance of the debt bonds.
At its October 2009 Finance Committee meeting, Kevin Hoeckler from Scott Balice and Associates, presented a plan for selling the $45 million in debt bonds &#8220;without a referendum or raising property taxes.&#8221;
The plan includes use of low interest or rebateable Build America Bonds and Recovery Zone Bonds and, according to Hoeckler, will be repaid through:

		<description><![CDATA[When I read my name as one of &#8220;The Applicants&#8221; for the abandoned 3rd ward seat I could feel the tension exiting my shoulders.
I wasn&#8217;t trying to hide my interests in getting that part time gig. I was afraid that if the Illinois Attorney General forced Mayor Povlsen into releasing the names to the public then everyone would know that I was the only applicant that didn&#8217;t get interviewed.

The analysis of the Governor’s brief budget address last week began immediately in the rotunda where media peppered legislators with questions.  The responses I noted with interest were from the Speaker of the House and President of the Senate. 		<description><![CDATA[The DeKalb County Landfill is on the fast track to a major expansion. If approved, the landfill will be the entrance to DeKalb County for  those coming from Chicago. If approved, the landfill will  expand to fill about 2.5 miles of I-88 frontage, from  Somonauk to Hinckley Road between the Tollway and Gurler Road, with 4,000,000 pounds of garbage per day for the next 49 years or so.
The trash would come in via 100 transfer trucks (80,000 lbs. each) and another 140 assorted packer trucks and rolloff trucks each day (6 days a week) from 16 northern Illinois [...]]]></description>

I had just heard Tom Teresinski state that the TIF revenue forecasts did not support the projected additional costs of selling debt obligation bonds as TIF revenue bonds. So he and the rest of the council were leaning towards General Obligation bonds, as staff recommended.

To the casual observer, this past week’s House debates may have seemed brief and surprisingly dull.  Many people from around the state came to Springfield hoping to see some debate on the budget and our fiscal crisis.  The conductor of the session calendar (Speaker Madigan) isn’t going to let that happen.  Days are full of committee meetings so bill sponsors have to run from committee to committee to present their legislation and are preoccupied.
