		<description><![CDATA[Note: I filed a FOIA request for the electronic version of the complete transcripts of the public hearing on the proposed landfill expansion. Renee Cipriano, attorney for the DeKalb County Board, informed me that my request would be fulfilled and I will make those transcripts publicly available ASAP.
Below is my closing argument. I did not stay 100% to script but its pretty close. I think it gives a fair representation to the opposition to the siting application.

		<description><![CDATA[The DeKalb County Landfill is on the fast track to a major expansion. If approved, the landfill will be the entrance to DeKalb County for  those coming from Chicago. If approved, the landfill will  expand to fill about 2.5 miles of I-88 frontage, from  Somonauk to Hinckley Road between the Tollway and Gurler Road, with 4,000,000 pounds of garbage per day for the next 49 years or so.
The trash would come in via 100 transfer trucks (80,000 lbs. each) and another 140 assorted packer trucks and rolloff trucks each day (6 days a week) from 16 northern Illinois [...]]]></description>

I had just heard Tom Teresinski state that the TIF revenue forecasts did not support the projected additional costs of selling debt obligation bonds as TIF revenue bonds. So he and the rest of the council were leaning towards General Obligation bonds, as staff recommended.

To the casual observer, this past week’s House debates may have seemed brief and surprisingly dull.  Many people from around the state came to Springfield hoping to see some debate on the budget and our fiscal crisis.  The conductor of the session calendar (Speaker Madigan) isn’t going to let that happen.  Days are full of committee meetings so bill sponsors have to run from committee to committee to present their legislation and are preoccupied.

I can see the sign now: &#8220;Cortland &#8211; The Garbage Capital of the Suburbs!&#8221; 
Picture lines of 18-wheelers as all roads lead to Cortland. More trucks will be crowding onto already busy local highways. It will mean a destruction of farmland as more acres are gobbled up for major landfill expansion. It will mean the ever-existing danger of groundwater pollution and the many other possible dangers to our environment. It will present a real challenge to the quality of life in DeKalb County!

This was mid way through a series of related questions. She wanted to know why I started a Facebook group called &#8220;Stop the DeKalb County Mega-Dump.&#8221;
The Mega-Dump in Cortland hasn&#8217;t been approved but the proceeds the county government will receive has been pledged as revenue to support debt bonds as part of a finance plan for two major capital improvement projects.
